Staff proposed a $175,000 placeholder to replace problematic fixtures and pursue LED options if the ROI justifies the investment.
Staff noted that converting to LEDs could reduce annual street‑lighting bills; an example presented estimated a drop from about $260,000 to $200,000 in annual costs, which would generate roughly $60,000 in annual savings and a payback period of about three to four years on a $175,000 investment in one scenario. But staff also said the initial ROI figures provided back to council were “very unimpressive” and need to be recalculated to include the cost of fixtures that must be replaced for safety reasons regardless of lamp type.
Why it matters: Council members said replacing unsafe fixtures cannot be delayed because failing decorative fixtures risk injury and liability. Whether a full LED conversion makes fiscal sense depends on updated ROI calculations that include fixture replacement costs and likely operating savings.
