Hampton County board approves first reading of FY2026–27 budget; trustees push for deeper purchase-service cuts

The Hampton County School District Board approved a first reading of the FY2026–27 budget on April 21 after staff presented four scenarios and described steps the district is taking to narrow a projected deficit.
Finance staff and Superintendent Dr. Sheffield described scenarios that differ by which certified and classified employees receive adjustments and how classified steps or percentage increases are applied. Dr. Sheffield told the board that staff had already frozen certain vacancies and would review high-cost purchase services and contracted teachers as the next step toward a balanced budget. "Weare going to have to tighten that up," she said, describing multi-year planning that will continue into 2028 as the district aligns class-size and staffing to state funding allocation formulas.
Trustees approved a recommended scenario for first reading and instructed staff to return with more detail at the second reading. Board members also agreed to a revised public-notice schedule for the budget: staff will submit the legal notice to the newspaper April 28, the notice will run May 7–25, the second reading and public hearing will be held June 2, and the third reading is scheduled for June 16.
The first-reading vote was moved by Vice Chair Foy and seconded by Wilson; after discussion the motion carried. The board did not adopt a final budget; staff will return with refined purchase-service reductions and a final recommendation at later hearings.
