City manager outlines capital projects, staffing and IT plans

The manager said downtown sidewalk and parking Phase 2 work is ahead of schedule and that 4th Avenue between 13th Street West and 9th Street West is up to grade with base work complete; asphalt will follow later in the season. The manager warned that construction activity may require intermittent crossings and asked the public to exercise caution near work zones.
On the River's Edge fishing pier, engineers are evaluating options after higher-than-normal spring river levels complicated pier footing installation; the city said the contractor may need to delay installation until October if water levels cannot be managed. The city also reported sign fabrication for River's Edge, Columbus Park and Pinewood Park is complete and that graphic-design selection for sign content is underway.
Staff addressed internal operations: the city is moving aging servers to a cloud architecture to help meet Department of Justice ADA requirements for website accessibility, with a compliance target of next April. The manager also said recruiting for a new city clerk is in progress (12 applicants), an active pool-manager recruitment is underway, and a light industrial manufacturing application is anticipated on May 18.
On finance and procurement, staff noted upcoming FY27 budget work and an RFQ process to replace workers' compensation coverage after MMIA withdrew municipal coverage; a graphic-design RFQ for River's Edge signage had several applicants. The manager reported FY25 audit work is ongoing.
No formal council action was taken on these administrative items. The meeting concluded after brief remarks from the city attorney and a motion to adjourn.
