Craftton Council OKs application for DCNR Baker’s Acres trail grant

Craftton Borough Council on April 23 approved Resolution 2026-08 authorizing the borough to apply for a Pennsylvania Department of Conservation and Natural Resources (DCNR) T2P2 non-motorized trail grant to fund improvements at Baker’s Acres.
At the meeting, Mr. Price, who led the grant update, said earlier plans that paired Baker’s Acres with Clear View would likely exceed the DCNR program’s roughly $500,000 limit because Clear View alone is now estimated near $400,000. “We have changed focus to just focusing on Baker’s Acres,” Mr. Price said, explaining that the Baker’s Acres scope with contingency and engineering is expected to land in the $360,000 to $400,000 range.
The project budget described to council includes paving a commuter-style trail alignment, a small patio area and lighting at trailheads. Mr. Price said the $320,000 engineering estimate with a 15% contingency plus survey and engineering increases could put the total in the mid-$300,000s to around $400,000. He also noted an initial $12,000 line item for a damaged set of steps is likely insufficient and that the borough is seeking a more accurate cost for that repair.
Council then moved and seconded approval of the resolution to apply for the DCNR grant specifically for Baker’s Acres, crossing out the Clear View improvements previously included. The motion carried.
The DCNR T2P2 program requires a local match; Mr. Price said the match requirement is 50 percent and the borough plans to pursue additional matching grants (LSA, CITF, GEDF) to meet that obligation. He also said staff would confirm timelines for those matching-grant programs, which he believes open in late summer.
Why it matters: If awarded and matched, the grant would fund a paved trail intended to improve commuter and recreational connections in Craftton and create a small, accessible gathering area. Council members asked staff to finalize cost estimates before committing local match dollars, and the borough will return with more precise numbers and any additional grant applications used to fund the required local share.
