The Muscatine City Council narrowly adopted the city’s fiscal year 2026–27 budget on April 21, passing the resolution by a 5–2 vote.
Council discussion before the vote included a clear fiscal caution from one council member who said, “I’m not going to vote to spend money that we don’t have. Our spending should equal our revenues,” and urged the council to avoid raising taxes on residents. After discussion, Council Member Gordon and others voted in favor; Council Member Osborne and Council Member Gandri voted no. The resolution passed with five votes in favor and two opposed.
Earlier in the meeting the council also approved amendment number one to the FY2025–26 budget and authorized the mayor and city clerk to sign required forms for the Iowa Department of Management.
Mayor Brad Bark and city staff thanked council members and staff for work during budget season. City administrator noted staff will return with forecasting work once state-level actions are clear and suggested a forthcoming workshop to review what aspects of the process council members would like adjusted.
The council’s adoption is the most recent procedural step; staff said further work on forecasting and implementation will follow in coming weeks.
Votes at the budget adoption: five in favor, two opposed. The transcript records Council Member Osborne and Council Member Gandri as voting no.
