Comal ISD bond update: most projects underway, $445.8M (2021) and $558.6M (2023) portfolios in progress

Comal ISD trustees received a detailed bond and capital-program update on April 23, with presenters saying the majority of projects from the 2021 and 2023 bond packages are active or complete.
Mark Stall and Jenny Hail reported that voters approved $445.8 million in 2021 and $558.6 million in 2023 for campuses, buses, land acquisition and technology. Presenters said about $391 million (roughly 88%) of the 2021 bond has been spent and that approximately $246 million (44%) of the 2023 bond has been incurred to date. Several projects were highlighted, including a new JROTC/CTE building at Canyon High School (construction slated to begin summer 2026 with an August 2027 target), a major middle school budgeted at $123.5 million with roughly 52% spent so far, and the Life Bridges replacement campus budgeted at $15.9 million.
The update included progress snapshots across campuses: Smithson Valley High School’s JROTC and wrestling building work is advancing toward an August 2026 completion for specific scopes; Canyon Lake High School’s athletic reinvestments were described as substantially complete; and elementary and middle school projects were at various design, excavation or vertical-construction phases. Presenters said approximately 95% of Bond 2021 projects and 98% of Bond 2023 projects are complete or in progress, reflecting active procurement and construction oversight.
Trustees asked questions about sequencing, interdependencies, and budget carryover. Board member David Krinski and others complimented the pace of work and the project-team coordination, noting that many projects remain on multi-year schedules that extend into 2027–2028. Presenters said design and permitting remain key near-term tasks on several projects and that construction expenditures are expected to rise as vertical work proceeds.
The board did not take action on new projects at the meeting; trustees thanked staff for ongoing updates and for posting construction timelines and financials for public review. The district said it will continue to bring monthly updates and address questions in subsequent meetings.
