Kirksville council adopts street-record correction, issues proclamations and appoints member to tourism board

The council approved an ordinance correcting a 1908 legal description of a vacated section of West Buchanan Street, adopted proclamations recognizing National Police Week, National Public Works Week and Community Action Month, and appointed Zach Burton to the Tourism Advisory Board; the meeting closed into executive session for legal and real-estate matters.
The Kirksville City Council adopted an ordinance correcting the legal description of a portion of West Buchanan Street that was vacated in 1908, passed the bill on both first and second readings and said the correction will align recorded plat maps with current use.
City Manager Mary Maycomer explained staff and the city clerk located original documents and scans needed to update the record so property ownership, easements and maintenance responsibilities match the maps now on file.
The council also issued three proclamations: designating May 2026 as National Police Week and urging flags to be flown at half-staff on Peace Officers Memorial Day; declaring May 2026 National Public Works Week to honor public works professionals; and proclaiming May 2026 Community Action Month in recognition of the Community Action Partnership of Northeast Missouri. Representatives from the Kirksville Police Department and public works joined the council for photographs, and Tracy from the Community Action Partnership announced a May 27 ribbon cutting for a Family Connection Center and a new childcare center that will add 32 infant and toddler slots.
The council voted to appoint Zach Burton to replace Cindy Mayberry on the Tourism Advisory Board after Mary Maycomer said Mayberry wished to focus on the Affordable Housing Board and other committees. The appointment carried on a council voice vote.
Before adjourning into executive session under revised Missouri statute 610.021 (sections 1 and 2) for legal and real-estate discussion, Mary Maycomer reminded the public of upcoming items including a MoDOT public meeting on Highway 63 improvements for Adair County, a staff review of park speed-limit postings, and work with Ameren on a temporary transmission laydown yard.
