City sustainability staff on Thursday briefed commissioners on a returnable‑container working group report that promotes scaling a 2021 pilot (A2R3) into a municipal, open‑loop system to replace single‑use food and beverage packaging.
Genevieve Ratray, sustainability and innovation manager, described a city vision that centers a central washing facility, distributed drop‑off bins, an inventory of reusable containers and an equity‑focused household check‑out system so residents can borrow containers without upfront cost. “Our proposal was to create a universal citywide system for returnable food and beverage containers to replace single‑use packaging,” Ratray said.
Why it matters: At scale, staff said, a returnable system could reduce plastic litter entering the Huron River watershed, lower lifecycle carbon emissions once reuse thresholds are met, lower costs for businesses and residents, and create a more seamless takeout experience if anchor institutions (University of Michigan, Ann Arbor Public Schools) participate.
Grant and funding status: The city pursued a $20 million grant in 2024 to finance infrastructure including a wash station; staff said that grant was no longer available in January 2025 and funding is now the primary barrier to municipal scale‑up. Ratray said a wash facility, vehicles, bins and inventory comprise the larger cost components.
Design and pilots: The working group reviewed closed‑loop (single institution) and open‑loop (citywide) models and found closed systems achieve higher return rates but limited scale. Research presented to the commission noted a reuse threshold (roughly ~30 uses) at which returnable containers become environmentally preferable to single‑use equivalents; stainless steel and other durable materials have much longer service lives, but cost and business needs must be balanced.
Community and operational questions: Commissioners asked about visitor use, material selection, microplastics from repeated washing and incentives for reuse. Staff pointed to successful event pilots (A2 Arctoberfest achieved high return rates) and recommended co‑design with businesses; council members emphasized seeking grants (EPA and circular‑economy funds) and exploring fee or subscription models for long‑term sustainability.
Next steps: The working group will pursue funding options, space assessments for a wash station and continued stakeholder outreach. Officials said they will explore partnerships with anchor institutions and include equity in any program design so households can access containers without upfront cost.
The commission thanked the working group and asked staff to continue work on funding and pilot scaling.
