Richland County commissioners say city dropped data-center annexation as resident urges caution

"Long story short, I live a quarter of a mile from it. And I have a special needs child," the resident said, asking the board for a statement about the project.
Commissioners responded that the city of Mansfield indicated it would not pursue the annexation needed for the project and that, without a willing municipal partner, the development is unlikely to proceed. "I would hate to say it's a dead issue, but I believe it's a dead issue for right now and I don't see it coming back anytime soon," one commissioner said, referencing the mayor's decision.
Board members also criticized claims by the project's developer about local economic benefits. Commissioners said the developer, identified in public discussion as Mr. Cutter of Energy Acres, had made inconsistent statements about job creation. One commissioner called a prior claim the developer had made — that the project would bring 5,000 jobs — a "bold-faced lie," saying the developer was unable to answer follow-up questions about lasting full-time employment.
Commissioners said the county has received inquiries and that staff and trustees are monitoring township meetings. They urged residents to contact commissioners' offices and township trustees for updates. "Cliff, Daryl, myself are not supportive of this project whatsoever," a commissioner said, encouraging callers to raise concerns with local officials.
The board emphasized that annexation and city approval remain prerequisites for the project to move forward. Commissioners said they would review any future petitions against statutory annexation requirements and coordinate with affected cities and townships if new proposals appear.
No formal action was taken by the board regarding the data center during the meeting; commissioners said they would consult with township trustees and monitor further developments.
