Council takes first reading on PDD amendment to raise density on two lots near Colorado Avenue

At the first reading on April 21, planning staff described an application to amend a previously approved Frisco Square Plan Development District for approximately 5.08 acres near the 900 block of Colorado Avenue. Chris Taber, principal planner, said the applicant seeks to increase allowable density on two lots from eight units per lot to ten units per lot, a change the applicant contends reflects the builder’s preferred fiveplex layout.
Civil engineer Chris Wyn, representing CJW Transportation Consultants, spoke in favor and said the change is limited to unit count and that staff and the fire department had reviewed access and protections. Wyn noted an additional buffer yard included in the original PDD to add trees and shrubs between the multifamily lots and the nearby property. “The only request here tonight is if we can increase the density on these two lots from eight units to 10 units,” Wyn said.
Council members asked clarifying questions about the multifamily zoning, fire-department access and police concerns; staff responded that fire-protection and infrastructure reviews had been completed and that the PDD includes buffering. No speakers opposed at the public hearing. The council took the first reading by motion; the transcript records the motion outcome as 'Motion carries. 700.' The item will return for a future final passage vote.
