The Franklin Municipal Planning Commission on April 23, 2026 approved a one-year extension of vested rights for the Franklin Grove subdivision (Resolution 2026-21), allowing the developer additional time to secure permits and commence site preparation.
Staff described the approved site plan as originally vested on April 27, 2023, for a 5.19-acre site that includes an additional 1,535 square feet of institutional space; staff recommended approval with conditions, noting that without the extension entitlements would lapse and new development would be reviewed to current standards.
Evan Foster of Pape Dawson, civil engineer for the applicant, told the commission the grading permit had been pulled and a preconstruction meeting held, and that the extension would act as a procedural safety net while permitting is completed. Commissioner McLemore moved for approval, Commissioner Harrison seconded, and the commission approved Resolution 2026-21.
