Council member Figureroa, who asked the body to revisit the travel policy, said the pre‑trip requirement in Section 4.3.4 had not been followed and offered deletion as a remedy. “I really thought about this… I don't believe there's real value if I was to ask some of my constituents…,” she said in debate, urging simplification.
City Attorney (on record) described the provision as an accountability measure added in a 2018 amendment and told the council it was within their authority to keep or remove it. “It is your policy. If you deem it to be helpful or beneficial, put it in. If you don't want it, you can take it out,” the attorney said.
Council members split on whether the pre‑trip statement was useful. Supporters of deletion said a pre‑trip narrative created no real community value beyond an already required post‑trip report. Opponents suggested a short pre‑trip notice—rather than a full benefit report—would provide transparency for residents. The council adopted a friendly amendment replacing the prior “benefit” statement with a short notification requirement that a member will travel and then approved the travel policy as amended.
The action alters the council’s internal accountability practice: members must now notify the council before using funds for out‑of‑state travel, and continue to provide post‑trip reports about what they learned, but they are no longer required to make a pre‑departure justification of community benefit.
The change was approved by voice vote after the amendment passed; the council did not record an individual roll call for the final vote.
