City manager updates council on utilities, EV rebate, planning hearings and community events

The city manager provided a broad set of department updates at the North St. Paul City Council meeting, covering utilities, public works, planning and community events.
On utilities, staff said electric crews are coordinating with Target to install a loop feed to reduce outage risk and that crews are replacing crossarms along Highway 120. Camera upgrades at city hall are nearly complete. The city manager said an EV rebate program is near completion and that the program will include a time-of-day metering option for home chargers.
Public works updates included curb-and-gutter completion and ongoing sanitary and water work on a road project, continued paving plans and removal of the pond at Casey Lake ball fields. The manager noted material orders for playground equipment and catch-basin repairs in the Northwood, Margaret and Hilltop areas.
Staffing and operations: the manager said Detective Fleming is serving as acting chief while Chief Ray is out and that field training is finishing for police recruits. HR is rolling out Paycom software with department-head training scheduled.
Events and planning: Communications staff are supporting the Autumn Arts Festival (Sept. 13), a community giveback (Sept. 27) and the fall parade schedule; planning commission hearings will consider a CUP for Cow and Elementary School construction, handicap-access parking ordinance updates and subdivision ordinance amendments.
The council did not take immediate policy votes on these updates; the briefing provided a status update and calendar items for upcoming hearings and events.
