Greene County commission votes to retain tax increment for redevelopment

The Greene County Redevelopment Commission voted April 23 to retain tax‑increment funds generated by Economic Development Area No. 1 and not release those increments back to base taxpayers this year.
A staff presenter reviewed 2025 finances for the countywide allocation areas, reporting $786,821 in TIFF receipts and $540,500 paid in debt service during the year, plus $299,251 in non‑TIFF revenue. Staff told commissioners that projected TIFF receipts for 2026 could rise to $896,841 but that non‑TIFF receipts were uncertain pending outside payments and leases. Based on that outlook and ongoing and potential projects in the area, staff recommended against releasing increment for redistribution to taxing units.
Commissioner Karen moved to adopt Resolution 2026‑02, Shane seconded, and the commission approved the resolution. Commissioners discussed that historically the commission has retained incremental revenue primarily to meet existing debt service and to preserve funds for development projects the body may be asked to support, including roadway and sewer help tied to planned industrial development.
The presentation noted that most allocation areas have a 25‑year life that is triggered when the commission incurs debt; Taylor Township and the Westgate/railroad area have already been triggered by prior bonding. Staff also listed potential near‑term participation requests including Harvest Church Road improvements for the Prometheus Energetics project and sewer work to support the Greene County Sewer District’s planned new plant.
The resolution creates a formal record submitted to the county auditor and state that the commission will not release increment this cycle and intends to apply increment to debt service and redevelopment assistance as opportunities arise.
