North St. Paul commission finalizes Autumn Arts Festival layout, volunteer roles

The North St. Paul Arts and Culture Commission on Sept. 3 reviewed final logistics for the Autumn Arts Festival, including a revised event map that moves vendor activity into the parking lot and restricts movement in the volunteer/vendor lot during event hours.
Jordan Layman, the commission’s staff liaison, said the festival layout was updated so vendor and volunteer parking “is a designated lot on the grass … and will be closed to vehicle entry and exit between 10:00 a.m. and 6 p.m.” Layman also said vendors are expected to remain until the festival ends at 6 p.m.
The change to a parking-lot layout prompted discussion about off-site and on-street parking. Commissioners noted street parking along 17th Avenue as an option and raised the school parking lot and a back lot on the north side of the park as possibilities; several commissioners cautioned that nearby construction may limit those options.
Volunteer roles were assigned for festival-day activities: Amanda Black will lead the craft project, Raquel Sodto will assist with the art cart, and others volunteered to place signage around the city. Commissioners asked that signs be placed the weekend before the festival, with Sunday, Sept. 7 preferred and Monday, Sept. 8 acceptable. Jordan said he would send the vendor list and map to commissioners so they can direct incoming vendors to assigned numbered spots.
Organizers also sought volunteers to pick up and inflate helium balloons the morning of the festival; the exact number needed was not specified. Commissioners discussed performer load-in and agreed to confirm whether driving through the parking lot will be allowed for equipment; one commissioner volunteered to perform vendor check-in at the parking-lot entrance to direct arrivals.
Next steps: staff will follow up with the festival lead (Ava) on the vendor list, confirm performer load-in logistics with city staff, and circulate the event map to commissioners.
