Urbana committee forwards LEADS data-entry IGA with University of Illinois and related budget amendment

The Urbana Committee of the Whole on April 20 moved a resolution to the City Council that would formalize an intergovernmental agreement (IGA) allowing the University of Illinois to continue entering LEADS law‑enforcement records on the city’s behalf during overnight hours.
City staff told the committee the University of Illinois Police Department (UIPD) has provided this overnight data‑entry service in kind since about 2019. An agency official said state law (ILCS), administrative rules and FBI CJIS standards require prompt, accurate entries to the LEADS system and that noncompliance can lead to sanctions or loss of access.
The staff presentation said Urbana currently budgets six Police Service Representative (PSR) positions, with five fully trained and a sixth in background processing; staff said seven PSRs would get the city closer to covering nights but eight would be ideal. Training and hiring timelines make it unlikely the city can provide reliable 24/7 coverage in the near term, the presenter said.
Councilmembers raised cost and staffing questions. Councilmember Woo asked whether the roughly $49,000 annual figure had been read correctly; staff said the current partial‑year contract runs about $16,000 for the remainder of this fiscal year and would amount to a higher annualized total if funded for a full year. Staff confirmed the contract runs through the end of June and automatically renews each year unless terminated.
To pay the current contract period, the committee also voted to forward Ordinance 2026‑04‑010, a budget amendment that adds $16,567 to the current fiscal budget to cover fees from March through June; staff said the general operating fund has sufficient reserves and that the full‑year amount will be included in next year’s proposed budget.
Councilmember Wu moved the resolution and Councilmember Eisenberry seconded; voice vote carried and the resolution will appear on the regular City Council agenda. Councilmember Hersey moved the budget amendment, seconded by Councilmember Wu; that motion also carried by voice vote.
The presenter emphasized the city remains legally responsible for the accuracy, validation and cancellation of LEADS entries even when another agency makes initial entries on the city’s behalf. Staff said state rules require the city to validate and update entries after another agency enters them.
Next steps: both the resolution and the budget amendment will appear on the City Council regular agenda for formal action. Staff said they will continue recruiting and training PSRs while relying on the IGA to maintain compliance in overnight hours.
