Regional development commission briefs Polk County on grants, trail projects and industrial park infrastructure

Tim Finseth, transportation director, reviewed transportation grants that supported local trail and sidewalk projects and said county engineers are looking at a Mentor→Maple Lake trail funded in part through recent awarded grants that staff expect to implement in 2029. He reported the NWRDC 2025 budget at just over $8 million and the 2026 budget slightly over $7 million; Polk County's local match for regional services was listed at roughly $125,255 (part of a seven‑county levy of $355,732).
Shawn Ramus summarized economic and revolving loan fund work including a recent $3.2 million EDA award toward an approximately $7.2 million industrial park infrastructure project in Crookston to provide water, wastewater, stormwater and road infrastructure; phase one rail spur work was under construction with phase two funding recently awarded. Ramus said the revolving loan fund has made numerous loans since the late 1980s (transcript figures cited roughly $6.8 million in loans programwide) and currently has about $1.6 million outstanding in Polk County.
The commissioners thanked the presenters and encouraged continued coordination on local housing and trail projects. No vote was required; the presentation was informational.
