Pascal said the district expects the state board to take up applications in early May and that staff are preparing for both outcomes. If the state approves BVA, the district aims to open as early as August but will need to prioritize initial enrollments. The approved opening plan targets non‑BCS students (homeschool or online charter students who were unenrolled from BCS for at least one school year) as the initial priority; admissions would not be available to currently enrolled BCS students in the first phase. Kindergarten would not be offered in the first year; the district would consider expanding in subsequent years and phase in Brunswick County teachers after an initial phase using EdOptions (NC‑certified remote teachers) to scale quickly.
Pascal said staff will publish details on the district website and a BVA email account as soon as state approval is received and will communicate enrollment priorities for the first operational year. He emphasized planning is ongoing and the district is aiming to execute a high‑quality program if approval is granted.
