Council introduces zoning change to allow manufactured homes on permanent foundations under Housing Element Program 2G

Encinitas — The City Council introduced an ordinance to amend municipal code Section 30.04.010 and the Local Coastal Program to comply with Housing Element Program 2G and California Government Code §65852.3, which requires manufactured homes on permanent foundations to be permitted in the same zones and to the same development standards as conventional single‑family dwellings.
Associate Planner Charlotte Brener explained the change is principally a code‑cleanup to reflect state law: updating the dwelling unit definition, correcting staff titles, and adding manufactured housing language. The Planning Commission unanimously recommended the change. No public speakers were on the item and council approved the introduction unanimously.
What’s next: Staff will return with final ordinance adoption after required LCP steps and local notifications.
