Senior engineer Carlos Baldenegro presented the project — one of three parks funded with a state parks grant — and described a design that fits new playground equipment and two belt and two bucket swings the neighborhood sought.
Several residents said a 500‑foot notification radius had not reached many homes in the small neighborhood and that earlier community presentations had not been widely shared. One longtime neighbor said the park is maintained by residents and that they were not advised in time to shape final equipment choices. Another asked that the city reconsider replacing sand with rubberized surfacing due to nearby trees and maintenance concerns.
Council members agreed to return the item to the coastal CPP and to the Parks & Recreation Commission for further public outreach and a formal coastal process checklist; they directed staff to expand the notification radius and to copy Council Member Lines and others on follow‑up neighborhood notices. The motion to send the design back for additional CPP review carried unanimously.
