The Noblesville Common Council approved ordinance 42-0824 on Aug. 13, amending the Promenade Planned Development to allow an additional drive-through on three undeveloped outlots and granting several waivers related to building-based landscaping and parking standards.
Amy stephin introduced the amendment and summarized its scope: changes affect Lots 10, 12 and 13 on the northeast corner of State Road 32 and Little Chicago Road. She said the plan commission unanimously recommended forwarding the amendment with conditions, and staff noted some waivers apply only to specific outlots. “The applicant has requested another amendment to allow a additional drive-through,” stephin said, adding the change would not alter the ordinance’s prohibition on locating drive-through windows adjacent to public roads.
Staff explained waivers include reduced building-based landscaping width (while keeping the number of plantings), a reduction in required parking stalls per gross square footage, and a change to a commonly used 180-square-foot parking stall dimension. The council discussed whether the UDO distinguishes between drive-through windows and pickup windows and noted that distinction may be considered in future code updates.
After discussion, the council approved the ordinance by affirmative vote. The plan commission’s report and the staff packet list the specific waivers and conditions for each outlot; council members were directed to the staff report for parcel-by-parcel details.
This amendment applies to private development on commercial lots within the Promenade project and does not change the list of permitted uses beyond the specified drive-through allowance and waivers. Zoning approvals and site-level permits will follow the usual plan commission and staff-review processes.
