Commission outlines plan to build an energy baseline and evaluates ClearPath tool

De Pere’s Sustainability Commission discussed Jan. 13 how to create an energy baseline to support a future clean-energy resolution, and members agreed to pursue incremental steps including a software demonstration.
Commissioners noted that Green Tier reporting already requires community electricity-use data that could be repurposed for a baseline and that the eGRID tool is commonly used for emissions calculations. One commissioner said Green Bay's approach used county-level slope data and scaled it to local population, but that more specific Green Tier data would be preferable.
Commissioners discussed contacting the local utility for delineated electricity-use data; a commissioner with a WPS liaison (identified as Robert) said he could reach out to request the necessary information. The group also discussed ClearPath, a web-based tool some Wisconsin municipalities have used to run greenhouse-gas inventories, forecast emissions and build action plans; representatives from Oaklair offered to present the software at the next meeting.
Members described the work as manageable but time-consuming and favored a 'baby steps' approach: gather the Green Tier and eGRID inputs, seek utility data, and consider the ClearPath demo before drafting an action plan or targets. No formal vote was taken; commissioners agreed to pursue the data requests and to schedule a ClearPath presentation.
The commission will follow up on data access, and a ClearPath presentation is expected at a future meeting to inform any subsequent resolution or targets.
