The City of Opa-locka commission on April 22 approved a series of seven construction change orders for the Cairo Lane / Northwest 127th Street roadway reconstruction project after staff said crews uncovered unsuitable soils and large amounts of dumped debris during excavation.
City staff told commissioners that during excavation contractors found trash, tires, and vehicle parts beneath road surfaces that were not detectable at the time of design. To protect long-term pavement stability crews removed the unsuitable material and installed compacted lime rock. The manager and project staff said a substantial portion of the cost for trash removal and remediation was absorbed by the project contingency.
