Bryan ISD approves architect contracts and prevailing-wage guidance for 2025 bond projects

Bryan Independent School District trustees approved a series of design and construction-administration contracts tied to the district’s 2025 bond priorities and adopted prevailing-wage guidance intended to standardize pay rates on bond-funded construction.
Deputy Superintendent Dr. Brian Merrill said the district issued an RFQ and interviewed finalists before recommending contracts. The board approved agreements with Arcadis, AR Architect Studios, GLS, SCS Architects and Pack Design Group for priority work that includes multipurpose-room renovations, first-floor finishes, restroom upgrades and wall finishes at a set of campuses identified in the bond. Merrill said a May 4 kickoff will introduce architects to campus representatives and the community.
CFO Norma Friddle presented legal and compliance advice to adopt Davis-Bacon prevailing wage rates (excluding fringe) for construction related to the 2025 bond. She said prevailing wages help ensure fair pay, protect quality and reduce procurement risk on public projects; the board adopted the recommended prevailing wage schedule.
In a separate facilities item the board approved replacement of a failing boiler and heat-exchanger at Neil Elementary for about $125,585, to be funded from remaining 2020 bond funds.
What happens next: District staff will begin design and preconstruction coordination with the selected firms and present project timelines and budgets; prevailing-wage rates will be applied in procurement documents for bond-funded construction.
