Council approves multiple emergency suspensions and contracts including fuel tank removal, salt buy and solar agreement

At its April meeting the Napoleon City Council approved several procurement and contract items intended to keep capital and service projects on schedule.
Resolution 012‑26 authorized work to remove or abandon an existing fuel tank near the fire station and the expenditure (packet cited amount in excess of $50,000). Staff explained that Civil & Environmental Consultants (CEC) had previously assisted with the city’s fuel‑tank projects and requested a waiver of the qualifications‑based selection process; council voted to suspend rules and proceed (roll call unanimous).
Resolution 014‑26 authorized the city manager to enter into an ODOT‑coordinated sodium chloride purchase to access bulk pricing under short notice; staff emphasized ODOT’s deadlines and the cost benefits of joint purchasing. Council suspended rules and approved the resolution by roll call (unanimous).
Council also completed the second reading of Resolution 007‑26 to allow the city manager to execute documents under a Bright Mountain Solar schedule with American Municipal Power, enabling purchase of up to 3 megawatts of power; members recorded affirmations during the second reading.
Other approvals taken that evening included authorization to advertise the 2026 miscellaneous street improvements bid documents and acceptance of an agreement under which ES Wagner will donate a hydrant meter and backflow device (see separate article on downtown/Odot arrangements). The council recorded affirmative roll calls on the procurement items as presented.
What happens next: staff will execute the contracts and advertise projects as approved. Procurement awards that required formal contract execution will be processed consistent with city procedures.
