Habitat for Humanity rezoning and buffer-variance requests tabled to August

Mayor John Walden and planning staff presented related land-use requests from the Spicer Group on behalf of Habitat for Humanity, asking the council to rezone several parcels from R2 (single-family residential) to RCT (residential cottage) to enable a micro-pocket cottage development. Planning and zoning administrator Stacy Harris summarized the petition and noted prior public hearings before the planning commission and council and that the items had been tabled earlier this year.
Stacy Harris said the affected tax parcels included a sequence of lots identified in the application and that the zoning change is contingent on concurrent changes to residential development regulations. "The applicant proposed to rezoned the property be reszoned from R2 single family residential to RCT residential cottage for development of micro plan pocket cottage development," Harris stated during the presentation.
Separately, a variance (V-C2500170) was presented by Miss Lacy tied to the same petition: the applicant requested a reduction of the required undisturbed buffer on rear and side property lines from 50 feet to 40 feet if the rezoning is approved. Miss Lacy explained that the variance is conditional on the zoning outcome and recounted past hearing dates before the planning commission and council.
Council members said they were not ready to act because related development regulations are still under revision. Council Member Ilg moved to table both the zoning amendment (ZAC2500169) and the variance request to the August 3, 2026 council meeting; Council Member Caleb Phillips seconded the motions and the council voted to table both items. No public commenters were signed up for these items at this meeting.
The council’s action was procedural: tabling preserves review time while staff and council finish updates to residential ordinances. The items will return to a future agenda with notices for public hearings and any revised materials from planning staff.
