Neptune Beach OKs use of forfeiture funds to replace detective vehicle

The Neptune Beach City Council voted April 6 to authorize using fines and forfeiture funds to replace a detective vehicle, approving up to $38,000 for the purchase.
Police Chief Keaton told council the vehicle is about nine years old and needs roughly $12,000 in repairs that exceed the vehicle’s value, so staff proposed replacing it using forfeiture funds. He said the forfeiture fund contains roughly $140,000, with about $115,000 currently encumbered for range improvements that are unlikely to be completed this year; staff recommended re-encumbering those funds for the new vehicle and returning with a formal budget amendment at a future meeting.
Councilors asked whether a budget amendment was required before approving the purchase; city counsel and staff advised the council could approve the request now and handle the budget amendment in a subsequent meeting. Councilor Rogers asked what would happen to the old vehicle; the chief said it would be declared surplus and sold through the normal process.
A motion to approve the request passed on a roll-call vote with all present councilors recorded as voting yes.
Staff will return with a budget amendment and the administrative steps needed to surplus the old vehicle and purchase the replacement.
