City hears presentation on parking changes; enforcement hours and reduced fine window referred back to committee

City staff presented two proposed amendments to the parking code designed to align enforcement with business operations and modern payment methods.
Brian Dryer, deputy director for Economic Development and Planning, and Hal King, parking services manager, told council the parking package grew out of a late-2023 parking study and includes a proposal to move meter-enforcement start time from 8:00 a.m. to 9:00 a.m. on weekdays and to expand the window during which an expired-meter citation can be paid at a reduced rate until midnight on the date of issuance rather than requiring payment within two hours or in person.
King said the enforcement-hour change was recommended by consultants to make loading and morning deliveries easier for businesses; the revised payment window would recognize electronic payment options and reduce the burden on motorists who do not learn of a citation immediately. Council received letters of support from the Oldtown Commercial Association and others that also requested marked loading zones and short-term free periods.
The council referred both ordinance items back to the Committee on Ways & Means for continued review and a scheduled committee discussion on May 7.
