Environmental committee urges district-wide LED retrofit, controls upgrades and hands-on environmental education

The Chesterfield County Public Schools' Environmental Stewardship Advisory Committee (ESAC) presented a package of energy and curriculum recommendations to the school board on Dec. 18 and urged the district to move from study to implementation.
Committee members recommended that the district use the state's new retrocommissioning requirement (four-year inspections focused on outside air) as an opportunity to tune building controls and systems rather than only documenting outside-air compliance. The committee estimated that pairing controls adjustments with the retrocommissioning effort could yield roughly $50,000'$100,000 per year in energy savings.
ESAC also prioritized a district-wide LED lighting conversion. The committee estimated annual energy savings of $1.5'$2 million and a district-wide interior conversion capital cost in the $14'$16 million range; presenters recommended investigating an "efficiency-as-a-service" model in which a contractor finances and installs the project and the district pays a service fee that is net-positive from day one.
On renewable energy, ESAC urged continued growth of the district's solar footprint and discussed tradeoffs between power purchase agreements (which limit upfront capital needs) and direct ownership (which can deliver larger long-term savings but requires capital investment).
On curriculum, Jason Woodby, a Carver Academy science teacher, asked the board to embed experiential projects (school gardens, composting, pollinator meadows) into ecology and environmental science classes so projects survive staff turnover. "If a student can experience the curriculum and have a positive learning experience that transfers into long-term learning," Woodby said, describing a classroom observation of a parasitic wasp that created a multi-year teaching moment.
Board members asked about cost sources and partnerships; presenters said the LED cost range and utility-escalation assumptions came from staff and the district's controls/energy technicians and recommended follow-up investigations with procurement and county partners.
Ending: ESAC requested the board direct staff to investigate financing and procurement options for the lighting project, continue the solar planning conversation and consider modest stipend or curricular changes to sustain experiential environmental programs.
