Council approves aviation and airport appropriations, creates overpass fund; recognizes National Library Week

At its April 20 meeting, the Elkhart City Common Council approved multiple budget and capital items related to the municipal airport and other city infrastructure, and adopted a resolution recognizing National Library Week.

Ordinance 26-14: The council approved Ordinance 26-14, appropriating $8,415 from the aviation fund to other accounts to provide local match funds for airport work. Councilman Fish explained the appropriation supplies the match needed to trigger INDOT and Federal Aviation Administration reimbursements; roll-call voting recorded the measure as unanimous in the meeting record.

Ordinance 26-15: The council approved an appropriation of $168,300 for an aviation easement acquisition contiguous to the Elkhart Municipal Airport. Staff and engineering consultant Tanisha Wel explained the city's local allocation is $8,415 (noted as approximately 5% of the total), and that the larger project costs are reimbursable. The ordinance passed on roll call as recorded at the meeting.

Ordinance 26-16: Council approved creation of a capital project fund for the Hayley overpass (the "Hayley Overpass Fund"), moving the item through readings and recording votes as shown in the council minutes.

First readings and other items: The council read by title Ordinance 26-17 (vacating a north-south alley in a specified block) and held first reading; it also advanced Ordinance 26-18 (appropriating $31,318.11 to replace radio repeaters at the public works and utility building) and Ordinance 26-19 (appropriating $51,480 to mitigate the central square CAD to a new server) to second reading with no objection.

Resolution 26-R11: The council adopted Resolution 26-R11 recognizing National Library Week (April 19-25, 2026) and National Library Workers Day (April 21, 2026). Kristen Edson, executive director of the Elkhart Public Library, thanked the council and library staff for the recognition and described the library's public service contributions.

The council also heard neighborhood reports, discussed road-closure map updates, and received public comments about code enforcement, mobile-home removal and concerns about a board of public works approval of large spending. Mayor Rod Robertson and other council members encouraged public involvement and noted the process for public comment at board and commission meetings.

Next steps: Appropriations subject to reimbursement (airport project) will be processed through the controller's office and matched to INDOT/FAA reimbursements; first-reading items will return for second readings and roll-call votes on subsequent agendas.
