The Herkimer County Industrial Development Agency opened a public hearing April 17, 2026, to consider an application from Stark Development LLC requesting sales-tax and mortgage-tax incentives for a proposed 6,000-square-foot warehouse with 1,000 square feet of office space at 171 Diamond Drive in the Town of Schuyler.
The presiding official opened the hearing and said, "I open this public hearing at 10:01 a.m. and I appoint Victoria Adams to record the minutes of the hearing." The official read the published notice, noting it was published April 7, 2026 in the Times Telegram and posted on the agency website.
The notice, read aloud at the hearing, states that Stark Development is seeking agency assistance through sales-tax and mortgage-tax incentives to support the acquisition, construction and equipping of the facility. The project was described as a 6,000-square-foot warehouse, including 1,000 square feet of office space, at 171 Diamond Drive; the estimated project cost was stated as $1,600,000. Agency staff said a copy of the application and the agency's cost-benefit analysis is available for public inspection during business hours at the agency office.
Anyone wishing to submit written comments was directed to John J. Piseck, Jr., Chief Executive Officer, Herkimer County Industrial Development Agency, at 420 East German Street, Suite 101A, Herkimer, NY 13350, or by telephone at 315-866-3000. The presiding official invited public comment at the hearing but noted, "There is no one in attendance." When the hearing was closed the presiding official said, "I close this public hearing at 10:00 a.m.," and a participant corrected the time to "10:10 a.m."
No formal vote or decision on incentives was taken at the hearing. Agency staff will retain the application and the cost-benefit analysis for review and for consideration at a future agency meeting; a transcript and summary report will be made available to agency members as stated in the notice.
