Naples code board grants two summer excused absences; city attorney to ask council about remote attendance

Chair Nick Sparr said the absences were granted for Vice Chair Landyde and Member Greenwell, noting the board’s small size and the need to maintain quorum.
Board members and staff discussed city policy on remote participation. A city counsel representative explained that City Council’s adopted policy generally requires a quorum physically present and allows Zoom only in extraordinary circumstances; counsel said he would take a narrow request to council asking whether the board could meet with fewer members physically present and allow others to attend by Zoom so business can continue during summer travel periods.
Some members asked city counsel to consider broader authorization so future excused absences could be accommodated beyond the two current requests; others cautioned the ultimate decision rests with the elected City Council. For now, the chair granted the excused absences with the requirement that remote attendees use technology that permits assessment of witness credibility and participation.
