East Canton gets notice of $1.2M waterline funding; grants coordinator outlines next steps

Council members and staff reported positive federal grant news for the village’s waterline project and walked through next steps for grant administration.

During the public portion a council member congratulated staff on a waterline project allocation that was discussed as roughly $1.2 million after reductions from an initial request. Staff explained that the full appropriation must pass both chambers of Congress and be signed into law, after which USDA will assign a representative to manage project paperwork, require detailed invoices for drawdowns, and work with village fiscal staff through state‑level review. Village staff advised keeping the village’s federal registration (SAM/UEI) active to remain eligible to receive funds.

Separately, the village’s grants coordinator reported continuing work on other opportunities: an ODNR parks grant program (applications due July 1) could reimburse park improvements and might make up to about $150,000 available to Stark County projects depending on county allocations. The coordinator said matches are typically required and urged council to prepare funds or financing plans if the village is awarded the grant.

Staff cautioned that USDA processes can be time‑consuming, that award amounts may be adjusted, and that local match documentation will be required before federal funds are drawn. No final procurement or contract awards were reported at the meeting; staff said USDA will contact the village when the award is finalized and to begin the project administration process.
