Lone said prior legislation (H875/Act 171 of 2024 and Act 44 of 2025) expanded the commission's investigatory and enforcement powers but left key terms ambiguous, giving the commission broad discretion when complaints are filed. "What does 'participate in their official capacity' mean? Does that mean just showing up? Does that mean presenting there?" Lone asked, urging a plain-language guide so public servants know how the code will be applied.
