City manager outlines summer capital projects and paid family leave options

City manager Becca presented a summer projects and budget update, and outlined the city's review of Minnesota's new paid family leave rules.
Capital projects: Staff reported preconstruction notices for Seventh Street, planned survey and design work for sidewalk and trail projects (including potential reconstruction of East streets if an apartment project proceeds), and use of an engineer’s CIP/GIS tool to phase planned projects. The railroad crossing on Seventh Street has reopened, and Wells Park bathroom quotes have been requested while the building inspector reviews plans for a permit.
Chrissy Lake Dam: Engineers are finalizing materials before returning to present to council and Stevens County; staff expects them at a future meeting.
Budget and paid family leave: Becca said final rules for Minnesota paid family leave allow employers to opt for a private plan if it equals or exceeds the state's benefits. "We have reached out to our insurance agent. He's looking at private companies to see if this is more cost effective for the city and employees," she said. Council members asked how premiums and cost‑sharing might work; staff noted current contracts assume a 50/50 split between employee and employer contributions but that the state does not mandate a specific split. Becca said a decision will be part of 2026 budget planning.
Intergovernmental and events: Staff said council representatives (Brian, Jeff and one other) will meet with the county about sheriff's office service contracts; staff also noted upcoming Coalition of Greater Minnesota Cities events and the Prairie Harvest Fest grant award.
Next steps: staff will continue to refine project schedules, return with engineer presentations and bring a draft budget and any recommended paid‑leave approach to council during the budget process.
