Street Transportation staff presented the status of General Obligation (GO) Bond funds earmarked for Vision Zero implementation at the April 15 meeting.
Reed Henry, manager of the Vision Zero road safety action plan, said the GO Bond package includes $16.7 million specifically for Vision Zero projects within the city's broader $500 million GO bond program. "A total of 32 projects were identified," Henry said, citing new traffic signals, signal modernizations, mid-block crossings and lighting improvements. He reported roughly $1.2 million has been spent so far primarily on design and outlined projected expenditures of about $7.9 million in FY27, $6.5 million in FY28 and remaining funds in FY29.
Henry listed project types: two new traffic signals (one under construction), 15 signal modernizations (six expected in FY27 and nine in FY28), five HAWKs (expected in FY27), one circular rapid beacon and nine lighting projects (design completion and construction timing staggered through FY29). Staff noted these GO Bond expenditures are separate from other funding programs that will also support safety projects.
Committee members asked how the GO Bond dollars compare with the city's annual road-safety implementation funding. Henry said the road safety action plan budget is about $10 million per year and the GO Bond represents an additional one-time allocation. Public commenters raised concerns about the share of GO Bond funds going to traffic-signal projects versus multimodal safety investments.
Staff said GO Bond funds must be expended by June 30, 2029, and will be prioritized based on crash data and school proximity for some HAWK and crossing projects.
