Phoenix staff report 81,000 photo-enforcement events, citations began March 25

The City of Phoenix's street transportation staff reported progress on its photo safety pilot and school-area crossing upgrades at the April 15 Vision Zero Community Advisory Committee meeting.
The street transportation director told the committee the photo safety pilot began on Feb. 23 with a 30-day warning phase. "During that warning period, there were a total of about 81,000 events and approximately 51,000 warning letters that were mailed out," the director said. Staff said citation enforcement began March 25. The program uses 17 portable tower units across nine corridors and school 15-mph zones.
Committee member Joe asked about the difference between warnings and citations; staff reiterated that the 30-day warning period preceded the start of citation issuance on March 25. Committee members also asked about vandalism and camera damage; staff acknowledged instances of damage and said the vendor has mitigated recent incidents.
The director also highlighted recent HAWK (pedestrian hybrid beacon) activations at multiple locations and said the city now has 113 HAWKs citywide. Staff described a pilot that extends crossing time if a pedestrian holds the push button for an additional two seconds and said 22 more locations are planned for this calendar year, prioritized by school proximity and crash data.
