City staff, commissioners begin review of possible limits on downtown uses to protect pedestrian character

City staff presented a council-initiated discussion about possible code changes to the central business district to discourage automobile-prioritized uses and preserve pedestrian-oriented commerce.
Tyler Ferrari of economic and community development told the commission the public administration committee asked staff to explore restrictions on drive-up and drive-through uses, automobile service/repair, warehouse and freight movement (unless accessory), and potential reclassification or additional review for indoor recreation and schools/charter schools. Staff noted the downtown lies within an urban renewal district and non-taxable uses (for example, charter schools and some nonprofits) can erode available tax increment dollars.
Commissioners generally supported bringing the concept to council for initiation and suggested early engagement with the Dallas Downtown Association and business owners. Several commissioners stressed that existing businesses that become nonconforming would retain protections under state and local law and that the point of a code amendment is to shape future occupancy and preserve pedestrian-friendly storefronts rather than require immediate displacement.
Staff said council initiation would allow budgeted resources and clearer directional authority for drafting a code amendment; staff will coordinate outreach and present draft language for commission review if council directs initiation.
