Planning commission recommends flexible approach for mixed-use zoning update to city council

The Dallas Planning Commission voted to forward Legislative Amendment 255 — a proposed update to mixed-use zoning language — to the City Council with a recommendation for option one, a more flexible approach that aligns mixed-use node rules with other nodes in the city.

Staff explained that attachment C in the packet incorporated revisions requested in earlier hearings, but one outstanding choice remained on page 104: option one (broader flexibility for where automobile-oriented access could be located, with variances available) versus option two (the consultants recommendation, which confines automobile-priority access to specific outer streets like Ellenale and Kings Valley Highway). "The consultants in their proposal suggested option two," staff said, noting the contract with the consultant has ended and the record shows both alternatives.

Commissioners debated trade-offs. Supporters of option one said it preserves flexibility for future site configurations and aligns the Lockridge node language with other mixed-use nodes. Supporters of option two argued it better protects pedestrian-oriented, downtown-style development by denying drive-up or drive-through access in the interior of the node. Safety, traffic impacts and ODOT access rules were central to the discussion.

After discussion a motion to recommend option one was moved and seconded. The roll-call recorded in the hearing transcript shows multiple recorded yes votes and the chair announced the motion passed; staff will send a notice of the city council public hearing and include the rationale and record as part of the submission.

Next steps: The commission's recommendation and the record will be transmitted to City Council for a final decision. Staff indicated the council will receive the staff report with the chosen attachment language, and the record will include the alternate option for council review.
