DeKalb extends demolition and asbestos-abatement contracts as part of anti-blight work

The committee heard a multi-part presentation from community-development staff on demolition and abatement contracts (agenda item 2026-0426). Staff asked the committee to extend three existing annual contracts for asbestos abatement, demolition and debris removal (Southern Demolition LLC; Kissimmee Construction Inc.; Diversified Environmental Management, Inc.) and to increase contract funds through Dec. 31, 2026 for a total not to exceed $480,525.
Staff framed demolitions as a long-standing anti-blight activity typically funded through federal HUD-eligible funds rather than the general fund. They explained plans to issue a wider solicitation this summer for additional contractors but requested extensions to ensure continuity of services.
The interim county attorney outlined the in rem legal process that produces orders authorizing the county to bring property into compliance (three types of notice, title searches, code-officer testimony, and magistrate hearings held monthly). After a judge’s final order owners typically have a 30-day cure period before the county proceeds with demolition or debris removal. Staff said nine demolitions currently had final orders, with several more scheduled in the near term.
Why it matters: Demolition and abatement work addresses hazardous structures and neighborhood blight. Extensions preserve the county’s ability to respond to public-safety risks and court-approved abatements while staff complete procurement for broader contractor lists.
What’s next: The committee approved the requested change orders/term extensions and staff will issue the planned summer solicitation to expand the contractor pool.
