The City of Naples Design Review Board approved a revised landscape plan for Poinciana Professional Park (petition 24‑DRB‑25, revision 1), accepting a voluntary planting enhancement from developer Halsted LLC intended to restore the project’s perimeter buffer and better meet the board’s previous expectations.
Steve Sammons, a landscape architect with Peninsula Engineering, presented the voluntary plan and described proposed silver palmettos in larger sizes (4‑foot and 45‑gallon specimens) and their intended locations along Airport Road and Golden Gate Parkway. "This enhanced landscape plan is a voluntary measure undertaken to ensure that the landscaping not only meets and exceeds expectations," Sammons said during his presentation.
Planning Director Eric Martin explained the revision responds to a failed DRB inspection that found installed landscaping inconsistent with the earlier resolution’s conditions. Martin said the silver palmettos proposed are available at larger sizes and that Halsted has material on site ready for installation; staff recommended approval conditioned on the landscape architect certifying final installation. "We did complete that inspection... we chose to fail that inspection, finding that the existing conditions, the landscaping was not consistent with the conditions from that resolution," Martin said.
A board member asked about the schedule for an approved mural on the Starbucks tenant space adjacent to the site. Francesca Passadoma, speaking for the applicant, said the mural is part of the tenant improvement build‑out and a permit has been submitted; she offered to follow up with a more precise completion window.
A motion to approve revision 1 with staff conditions passed on a roll call vote with one member absent. The board’s approval clears the path for Halsted LLC to install the enhanced planting; the approval includes a staff recommendation that the landscape architect certify the installation after work is complete.
