The City of Naples Design Review Board voted to approve final design review for a proposed enclosure of the existing front east balcony at 830 River Pointe Drive, a change that will add about 230 square feet of livable space to the unit owned by Linda J. Sylvester.
The board’s action follows a presentation by the project’s design professional and a staff recommendation that the petition meet the city’s design‑review criteria. "The enclosure will increase the livable space floor area by approximately 230 square feet," planning staff said, and staff reported that 717 notices were mailed to property owners within 1,000 feet and no public comments had been received.
Antonio Testard, presenting for the applicant, described the proposal as intended to reproduce adjacent finishes and fenestration while raising the roofline slightly to accommodate air‑conditioning equipment. "We are absolutely doing the same kind of finishing, stucco, same color of the building," Testard said, adding that the neighboring unit may undertake similar work. Board members sought clarification about roof slope and drainage; Testard said the pitch was modest and that water would be directed to a front gutter.
Planning staff (Tashima Lewis) told the board the petitioner provided a homeowner association approval letter and that staff recommended removing previously proposed conditions because the proposed slope must remain compliant with Florida building code. The staff report noted the item had been presented at preliminary review and that the board earlier had placed conditions intended to reduce apparent massing above the window band; staff said those concerns were addressed.
A board member moved to approve petition 26‑DRB‑5 for final design review; the motion was seconded and passed on a roll call vote with one member absent. The board recorded affirmative votes from the members present and marked the matter approved.
The resolution approves the final design as shown with no additional staff conditions; the project team may proceed with permitting consistent with the city’s building code requirements.
