Board approves 2025 level-of-service report; master plan update may change standards

The Community Services Advisory Board approved the 2025 Level of Service report at its January meeting after a presentation by Community Services Director Chad Merritt.
Merritt said the report shows how the city's comp plan measures compare with older National Recreation and Park Association (NRPA) standards and cautioned that NRPA benchmarks may not fit Naples's seasonal and tourist-driven usage. "This is the level of service report that requires the approval of this board," Merritt said, and he added that a master-plan update — currently underway — will likely change the standards used going forward.
Board discussion singled out three metrics Merritt had highlighted on page two of the report: beach access points, bike lanes and boat-launch ramps. A member asked how the city should "right-size" standards for a community that serves residents and a large number of seasonal visitors. Merritt responded that the comp plan's standards remain authoritative for now but that future master-plan work will reframe the measures.
A motion to approve the Level of Service report was made, seconded and approved by voice vote.
What happens next: Staff will forward the approved report to the planning department to inform comp-plan work and the ongoing master-plan update, and will review public feedback collected during the outreach process.
