Code compliance officer David Jerone told the board that he investigated multiple complaints that lights at 1278 Forest Avenue shone into a neighbor's home and conducted night inspections in January and February. Jerone said he adjusted the respondent's lighting on Feb. 11 and verified on Feb. 18 that the light intrusion had stopped. "On February 18, I was able to go to the complainant's home and actually verify that the light intrusion was not there," Jerone said.
Jerone noted this had been an ongoing, intermittent problem with several prior notices going back to 2024; staff described multiple officer visits and an October 2024 notice. The board found the violation corrected and imposed enforcement costs consisting of inspection fees and mailing charges totaling $220; members emphasized that a future instance would be treated as a repeat violation and could trigger fines dating back to the officer's finding of noncompliance.
The board voted unanimously to find the violation corrected and assess the stated costs. Members expressed a desire that the prospect of financial penalties would deter further occurrences in this long-running neighbor dispute.
