Bill Quincy, the city's co-compliance manager, presented screenshots showing the VRBO ad and said staff had no provable record of short stays at the property, citing only a single review in February. "This is different than previous cases today because it's not a notice of irreparable or irreversible damage," Quincy said, explaining the case was treated as a standard notice of violation because staff did not document stays under 30 days.
Because the respondent had corrected the listing by the compliance date, the board found the violation occurred but accepted that it had been remedied and voted unanimously to assess administrative costs for research and mailings in the amount described by staff (approximately $120). The board cautioned that future violations could lead to swifter and stiffer penalties under repeat-violation rules.
