Council approves engineering services for Oplane water main replacement

The Waukegan City Council approved a resolution to retain Baxter & Woodman for engineering services on the Oplane water main replacement project, authorizing professional services up to $363,000.
Staff explained the water main is corroding in sections and that soil testing and design are required. The replacement will include lining portions of the main and replacing corroded segments; staff said the line runs under the tollway and the targeted area is near Solano and the local mosque. Councilors requested to review maps after the meeting so they can notify homeowners associations (HOAs) and residents in the impacted area.
When asked about timing, staff estimated design could occur in fiscal year 2028 depending on the pace of design work. The council posed questions about whether work has already been completed; staff clarified the bulk of work is planned and design is the immediate next step.
The motion was moved, seconded, and approved by roll call. Staff will return with maps and additional schedule details as the design proceeds.
