The East Naples Bay Authority authorized an all-inclusive summer 2026 canal survey to track sediment accumulation and build a pre-storm data baseline, the board decided at its meeting.
Matthew Starr of Stantec told members a full multibeam survey of the authority’s 8.5 miles of canals would cost about $55,000, with roughly $45,000 for the survey contractor and about $9,000 for Stantec’s professional review and mapping. Starr said multibeam gives dense point coverage ("grid points every 1 foot in the canal") and will give the most accurate volumes; cheaper single-beam surveys are possible but provide sparser cross-section data and increase interpolation risk.
Stantec framed the survey as an insurance and planning tool: annual summer surveys would provide pre-storm snapshots that could be paired with post-storm surveys to support FEMA reimbursement claims and to enable targeted spot-dredging rather than large neighborhood-wide projects. The board discussed timing — late June or July before hurricane season — and whether the first summer survey was necessary given recently completed as-built surveys for portions of the project; members agreed the board should authorize an initial survey now and reassess annually.
After a motion to authorize the summer survey and a second, the board approved the expenditure by voice vote. The motion specified an all-inclusive authorization for survey and professional review; Stantec will solicit the surveyor and present final pricing and scope as appropriate.
What happens next: Stantec will coordinate with the surveyor (Morgan & Eklund referenced in the presentation) to schedule the field work before hurricane season and will prepare maps and volume calculations for the board’s review at the June project recap meeting.
