Fulshear council approves $1.5 million purchase of 4.1422 acres adjacent to Primrose Park

The Fulshear City Council voted May 12 to buy 4.1422 acres adjacent to Primrose Park from Living Word Lutheran Church for $1,500,000, using money from park bonds voters approved in May 2025.
City staff said the bond package included $2,500,000 earmarked for land acquisition; the city has received bond proceeds and is able to make the purchase. Staff briefed council that the church agreed to cover the broker fee; closing costs are approximately $1,800 but will be reduced by prorated taxes.
Staff described the parcel as directly adjacent to Primrose Park, with existing access, parking and detention in place, and said the acquisition would advance the next phase of park development. Council asked for confirmation that no mineral rights would be preserved by the seller; staff said the church does not intend to reserve mineral rights in the park space.
A motion to approve Resolution 2026-699 was made and seconded; the council approved the purchase on a voice vote.
What’s next: Staff will complete closing using the park bond funds and integrate the parcel into Primrose Park planning and construction phases.
