Solano supervisors honor retiring staff, proclaim JROTC week and recognize Pride Month

The Solano County Board of Supervisors used its May 12 meeting to recognize several long‑serving employees, honor local JROTC units and adopt a Pride Month proclamation.
The board presented a resolution and plaque recognizing Charles Palomares, senior engineering technician in the Department of Resource Management, for 36 years of service. Matt Tuggle, assistant director for resource management, and County Surveyor Chris Ferrucci noted Palomares’ institutional knowledge and described his contributions to county records and surveying.
The board also adopted a resolution recognizing Susan Kosar (employment resources specialist supervisor) for 36 years of service in Health & Social Services and heard tributes from colleagues, including Alicia Jones, deputy director of employment and eligibility; Kosar thanked staff and reflected on her career.
The board proclaimed the week of May 12 as Junior Reserve Officers’ Training Corps (JROTC) Week and recognized cadet groups from Armijo, Vanden (Vanden), Jesse Bethel and Fairfield high schools. Several cadet leaders and instructors spoke briefly about community service and leadership development.
Separately, the board adopted a proclamation recognizing June 2026 as LGBTQ+ Pride Month and authorized the county government center to fly the Pride flag for the month. Tristan McReynolds (Pride Center youth coordinator) thanked the board for continued county support.
All ceremonial resolutions were adopted without opposition. These measures are ceremonial recognitions; no regulatory changes accompanied the proclamations.
