Daniel Flynn, project manager with Cape Dawson, said the scope includes “complete streets” elements — parking, lighting, irrigation, landscaping — plus stormwater and utility improvements. He told the advisory board the design replaces a previously planned single-lane roundabout at 1st Avenue South and 10th Street with a raised intersection to avoid impacting a recently built playhouse and because right-of-way constraints made a roundabout infeasible at several locations.
